Although a Power of Attorney (POA) is not required to be filed by a patent practitioner when filing a new patent application, a POA is required to have authorization to pay the issue fee online through the Electronic Filing System (EFS). For this reason I always file a POA immediately after filing a new patent application (so that the Application Number can be included on the POA). I typically file a POA by submitting form PTO/AIA/82A "TRANSMITTAL FOR POWER OF ATTORNEY TO ONE OR MORE REGISTERED PRACTITIONERS" and form PTO/AIA/82B "POWER OF ATTORNEY BY APPLICANT."
